I am growing some herbal plants that require a delicate balance of lights and nutrients. Unfortunately it's not always sunny where I from, so I grow indoors. I setup a LED blue/red 255 tiny light system 12x12 inch over the small flat of rosemary/chives...etc. How close should it be and will it be effective? I want first hand experience.

It stands in an enormous clay pot with styrofoam inside and rocks on top of the styrofoam. I don't want to take the tree out of the styrofoam because I'm afraid I won't be able to stand it up properly afterwards so I don't think spraying it with water is a great idea. I also don't relish the idea of cleaning each and every leaf.
It's very dusty.
